It is understood the Premier League runners-up offered £25m, plus the possibility of £5m in add-ons, but the bid was immediately rejected by Anfield chiefs, who value the England international at over £50m.
The 20-year-old has publicly revealed his desire to leave the Reds after a disappointing season on Merseyside, and turned down a new £100,000-a-week deal earlier in the campaign.
