The Daily Star says Liverpool aim to sign Ings in the coming days and loan him back to Burnley for the remainder of the season.
Ings, 22, is out of contract at Turf Moor at the end of the season.
Liverpool hope their proposal will convince Ings to sign ahead of interest from Tottenham, Manchester City and Chelsea.
